If you use the iCloud Photo Library every user must be logged into the same Apple ID account cand with that everyone gets the same emails, messages, contacts, calendar, etc. Not sure that's what you want.

When the Pictures folder opens, you should see a library file called “Photo Booth Library.” Right-click on the file and select the option that says “Show Package Contents” to access the content behind that file. By default, the System Photo Library is located in the Pictures folder on your Mac. You can also create additional photo libraries on your Mac and on other storage devices. You should always use the Photos app to access the photos in a Photos library. It will scan Mac or other connect device to recover Photos Library on Mac. Step 2 Choose the Image option and the desired Hard Drive. Click the Scan button to have a quick scan for the deleted photo library on Mac. If you cannot retrieve Photos Library on Mac, you can choose Deep Scan instead.

Now collecting and sharing family memories is easier and more fun. When Family Sharing is turned on, a shared album is set up automatically in the Photos app on all family members’ devices. Then everyone can add photos, videos, and comments to the album and be notified when something new is added. You can add or view photos and videos from iPhoto on your Mac, and from Photos on your iPhone, iPad, or iPod touch with iOS 7 or later.
